The city is comprised of three levels: the Lower City, comprised mostly of residential buildings; the Middle City, comprised mostly of businesses; and the Upper City, which contains the major government buildings, the Temple District, and most of the nobles' houses. A large thoroughfare runs up through the city, passing through four gates. From north to south:

Silverstone is run by a council. Each of the eight major guilds in the city - Alchemists, Artificers, Blacksmiths, Builders, Clerics, Guardsmen, Mages, and Merchants - selects a representative to hold a seat on the council for two years. The council itself is led by a highlord, who is elected by the council from amongst its members and serves for five years. The current highlord, Elicas Rethan, is a member of the Clerics' Guild. He is a worshiper of Bahamut.

A large, walled city near a chain of mountains, it was founded by dwarves but later opened to all goodly people. Today it is a cosmopolitan city with many races living together.

The city is comprised of three levels: the Lower City, comprised mostly of residential buildings; the Middle City, comprised mostly of businesses; and the Upper City, which contains the major government buildings, the Temple District, and most of the nobles' houses. A large thoroughfare runs up through the city, passing through four gates. From north to south:
