The '''City-States of Cimmer''' is a group of city-states located in what was once northern [[Cimmerlain]] Empire.  

After a particularly devastating civil war, the City States of Cimmer was created by the [[Treaty of Thess]] in 780 when the Cimmerlain Empire was dissolved.

Even with a thousand miles separating them, and with some City States controlling vast amount of lands that other nations would envy, they hold to the Treaty of Thess and remain just City-States.
