Altinia is a kingdom at the southern end of what was once Orodeth. Following the Shattering of Orodeth, a number of pirate vessels converged on the Shattered Sea to see what treasures they could dredge up from the ruins. A cunning tiefling pirate captain named Qadira eventually began taking control of her rivals, organizing them under her own banner until she had a sizeable fleet under her command. Her ambitions were grander than a mere fleet, though. Establishing a permanent headquarters in the waterlogged remnant of Drakkengarde, she consolidated many of the surrounding villages into a nation, promising protection, trade, and resources in exchange for allegiance and tax revenues. Many of the villages, still suffering from the Shattering sixteen years before, readily agreed to her proposal. Taking the title of Grand Admiral, she swiftly worked to make good on her promises, sending her now-former pirates to protect coastal towns from both hostile creatures and raiders that did not sail under her banner.

Her fleet heavily regulates trade passing through the Dragon Sea, requiring merchants to pay for passes to sail through Altinian waters. She also employs a number of skilled diplomats who negotiate trade agreements with other nations. While the taxes are somewhat high, they are not onerously so, and most Altinians consider them a fair bargain for ensuring both safety and continuing trade with the rest of the world.
