The '''Great Ecumenical Council of Cimmerlain''' was a body of historians and religious scholars brought together to create the [[Doomsday Book]] for Emperor Dur of the [[Cimmerlain]] Empire in the year 490. Upon completion of the book, instead of disbanding the council, Emperor Dur reorganized the different research groups into the first five colleges of the [[University of Cimmer]].
