In the Year 490, Emperor Dur of the Cimmerlain Empire creates the Great Ecumenical Council of Cimmerlain to count, define and record all deities, powers, and spiritual beings within the borders of Cimmerlaine. The council quickly expands their brief to document all deities, powers and spiritual beings of Syra. It takes them 20 years of research and debate before the first printing of the Doomsday Book is complete.
