The Treaty of Thess is the ratified agreement between the signatories to dissolve the Cimmerlain Empire and create the City States of Cimmer.

The signatories of the treaty were all the cities of the former empire, and the towns and villages they represented in the negotiations, as well as the majority of recognized churches still functioning within the empire, organizations recognized by the signatories and, allegedly, a deific representative.

The negotiations for section 1, The Collective Cessation of Hostilities, took 7 years during the end of the civil war and was signed by all parties in year 780. The rest of the treaty took 29 years to finalize.

Broken into five sections, the Treaty of Thess is collective cessation of hostilities, the dissolution of the empire, the declaration of the constitution of the confederacy of city-states, a trade agreement, and the alliance of collective defense between the city-states.
