The Great Ecumenical Council of Cimmerlain was a body of historians and religious scholars brought together to create the Doomsday Book for Emperor Dur of the Cimmerlain Empire in the year 490. Upon completion of the book, instead of disbanding the council, Emperor Dur reorganized the different research groups into the first five colleges of the University of Cimmer.
